Boulevard Transportation Group is a professional transportation planning and engineering, and environmental sustainability firm based in Victoria on Vancouver Island with satellite offices in the Cowichan Valley and Burnaby. The Company President is Michael Skene.


TRANSPORTATION SPECIALIST | Michael Skene, President, MITE, Limited Licensee (Eng.), A.Sc.T. Dipl. Transportation Planning and Engineering
With over 20 years experience managing transportation infrastructure in municipalities across Canada, Mike has built a reputation as an innovator and a pioneer. Mike led in the development of national traffic calming guidelines and processes, now in international use. He also developed and piloted safety conscious planning principles in small communities throughout BC. He is experienced with roundabouts and safety analysis.

ENVIRONMENTAL CONSULTANT | Gillian Carrigan, General Manager, BSc., Dipl. T. Envr.
During the past twenty years Gillian has been involved in a variety of projects ranging from international policy formation to components of solid and liquid waste management. She has completed numerous contaminated site remediation projects; provided environmental education to youth and adult groups; provided public relations and facilitation services on contentious issues involving change; completed environmental impact assessments and risk assessments; and participated in the development of a sustainable living community in a foreign country from the initial concept stage to construction.  She is experienced working with First Nations on land-use issues and economic development opportunities.  Gillian has a strong foundation in both the technical science and social aspects of environmental sustainability.  She is well versed in the environmental regulations currently guiding public and private sector activities.  Her long standing involvement with the Air and Waste Management Association provides her with access to a high-quality network of expertise and has kept her current on local and international issues, new technologies, methodologies and trends in environmental sustainability.

TRANSPORTATION ENGINEER | Dan Havercroft, P.Eng, PTOE, BASc Civil Engineering
Dan has over 25 years experience in transportation engineering and 19 years teaching as a professor of transportation planning. He has a wide range of experience in traffic, parking and transit studies. Dan has taught many areas of traffic engineering and transportation planning including Synchro Micro simulation, Highway Capacity Manual methodology and Canadian Capacity Guide methodologies.

TRANSPORTATION ENGINEER | Nadine King, P.Eng, PTOE, B.A.Sc, Civil Engineering
As a transportation engineer with Boulevard Transportation Group, Nadine has worked on roundabout designs, preliminary road designs, construction detour drawings and design, Traffic Management Plans, analysis of traffic and accident data, preparing intersection and traffic impact studies and pedestrian and cycling reviews. Nadine is experienced in working with HCS 2000 and Synchro software for analysis of traffic operations and developing signal timing plans. Nadine has used Synchro in a wide variety of applications, from small two intersection developments to large city networks. She has experience in the installation of traffic signals as well as the development of signal timing and coordination plans. She is experienced in project management and cost estimating. Nadine is also a skilled presenter comfortable explaining complex issues and describing the methodology behind the results and making recommendations to the public, councils or city staff.


TRANSPORTATION ENGINEER | Mitchell Jacobson , M.Sc., EIT, Transportation Engineering
Mitchell has experience in working with transportation information systems producing traffic volume estimates used by government transportation engineers, consultants, municipalities and the general public. He has extensive experience in safety and collision reviews. He has been involved in researching costs of collisions, comparisons between police reports and insurance claims. Mitchell also has experience undertaking geometric highway designs, intersection analysis, and field surveys. Mitchell has experience in using Emme/2, TransCAD and VISUM software for modeling transportation systems as well as Maptitude and GeoMedia GIS programs.

TRANSPORTATION PLANNER | Daniel Casey, MCIP, M.Plan, B.Sc Geography
Daniel's focus is on urban design and conceptual streetscape planning. He has led numerous conceptual design and community visioning exercises, working toward community consensus on community improvement. He also worked on various policy-based community plans and design guidelines, brigning a focus on multi-modal transportation to collaborative community processes. Daniel has considerable design talent and spearheads the preparation and delivery of much of our community consultation work. His emphasis on land use planning and urban design is well-integrated into every project we undertake.

TRANSPORTATION PLANNER | Mairi Lester, BA
Mairi is a Community Planner with interests in environmental and community planning.  She has experience undertaking research and written tasks on a variety of assignments, focusing specifically in transportation demand management (TDM), active transportation and transit-oriented development (TOD).  She has experience with parking management, developing community-wide master plans, university campus plans, and site-specific parking variance reviews.  Mairi has also undertaken carbon accounting and reporting as part of a corporate “greening” exercise.

TRANSPORTATION TECHNOLOGIST | M.J. Oh, M.Econ., Dipl. T.
M.J. is experienced in detail design and drafting for roadway projects using AutoCAD and has practical knowledge in Digital Terrain Model (DTM) generation and manipulation. He also has field experience in topographical surveys and geospatial data collection. At Boulevard he has worked in drafting and detail design for on-site and off-site road works, realignment of the Galloping Goose Trail and multi-use trail crossing alternatives for non-motorized modes at different projects throughout Victoria.

TRANSPORTATION PLANNING TECHNOLOGIST | Russ Leedham , Dipl. T.
Russ is a Transportation Technologist with experience in network planning, parking management, and community sustainability.  His key skills include surveying, GPS, inventory mapping, drafting preliminary designs and using micro-simulation software.  Russ is experienced in preparing base plans, ordering, managing and processing aerial photos, subdivision conceptual design, community asset management and preparing graphics for information dissemination. He is skilled in ArcGIS and AutoCAD.  

TRANSPORTATION PLANNING TECHNOLOGIST | Ben Jestico , Dipl. T.
Ben is proficient with several software packages including Synchro, SimTraffic, AutoCAD, and Microsoft Excel.  Since starting at Boulevard Transportation Group, he has worked on designs for round-a-bouts and roads, cyclist and pedestrian paths, and Traffic Impact Assessment reports. Ben has additional experience in transportation planning including parking planning and promoting the use of alternative Transportation modes.  He has experience conducting manual traffic, cyclist and pedestrian counts as well as the installation of pneumatic traffic counters and data analysis.
